The question

A town museum plans to remove admission charges for its permanent collection while continuing to charge for temporary exhibitions. Do the advantages of this arrangement outweigh the disadvantages?

The sample answer

Removing the charge for a town museum’s permanent collection would give residents greater freedom to explore it, although temporary exhibitions would still require a ticket. In my view, the advantages outweigh the disadvantages, provided the museum secures a reliable source of funding for its basic operation. Free entry has limited value if the institution cannot maintain the service people come to use.

The main benefit is that the price of admission would no longer discourage a short visit to the permanent collection. A parent with a limited budget, for example, could bring a child back to examine a few objects discussed at school without paying for another complete visit. This could make the museum a place for continuing learning rather than an occasional treat. The benefit is therefore more than a possible increase in visitor numbers: residents could choose the length and frequency of their visits around their interests. They would not, however, gain free access to every display, because temporary exhibitions would remain outside this offer.

The principal disadvantage is the loss of regular admission income. Looking after objects, staffing galleries and keeping the building open would still involve costs. Ticket sales for temporary exhibitions might help, but the proposal gives no reason to assume that they would cover the shortfall. If income proved inadequate, shorter opening hours could undermine the access the policy was intended to improve. Nevertheless, I consider wider use of the permanent collection more valuable than retaining a charge on every visit, as long as dependable support for these running costs is arranged. That safeguard reduces the financial risk; it does not make the museum cost nothing.

Overall, I favour free admission to the permanent collection because it could support repeated, affordable learning. The remaining exhibition charges preserve some earned income, but they are not a complete funding plan. The balance is favourable only if the museum can sustain its collection and ordinary opening hours alongside the new access policy.

Do not invent revenue figures or assume that all displays become free.
