The question
Scientific research should be funded and controlled by governments rather than private companies. To what extent do you agree or disagree?
The sample answer
Scientific research can affect public health, the environment and future economic choices, so governments have a legitimate responsibility to fund it and set safeguards. However, I disagree that research should be financed and controlled only by the state. A mixed system can combine public-interest work with private expertise, provided that conflicts of interest, methods and results are disclosed.
Public funding is essential for questions whose benefits are widespread or distant. A long study of an uncommon disease may not offer a company a predictable return, yet its findings could be valuable to patients and clinicians. Governments can also support shared laboratories, long-term datasets and early research that no single firm would maintain. Because public money is involved, priorities should be explained and proposals reviewed by qualified, independent panels. State support does not automatically remove bias or waste, but transparent decisions and public reporting can make officials answerable for how funds are used.
Private organisations can contribute specialist equipment, manufacturing knowledge and the ability to turn a discovery into a usable product. Excluding them could slow development and transfer the full cost to taxpayers. The risk is that a sponsor may favour profitable questions, delay unfavourable findings or shape how results are presented. This is why control should be distributed rather than simply handed to the funder. Researchers should register studies, disclose financial interests and retain the right to publish complete results. Regulators and ethics bodies should apply the same evidence and safety requirements regardless of who paid.
In conclusion, governments should guarantee funding for socially valuable research and enforce transparent standards, but exclusive state finance and control are unnecessary. Diverse funding can broaden capacity when independent review, disclosure and publication rules protect the integrity of the work.
