The question

Local councils should give priority to opening school sports facilities for public use outside teaching hours rather than building new sports centres. To what extent do you agree or disagree?

The sample answer

Councils deciding how to expand local sports provision should examine whether school facilities can serve residents outside teaching hours. I generally support giving this option priority because it can make better use of existing space. However, that preference should depend on suitable facilities and reliable access, rather than become a rule against building anything new.

The strongest argument for shared use is that a usable sports space may already exist close to the people who need it. A school hall could, for example, accommodate a regular evening badminton session when lessons have finished. If the council and school agree on supervision, cleaning and access, residents would gain a practical opportunity without waiting for a separate centre to be designed and built. This would also give the council a way to learn which sessions attract sustained demand before committing to a larger project. Nevertheless, shared use still has operating costs; the presence of a building does not make staffing or maintenance free.

An existing school site may not offer the facilities or hours that a community requires. A hall available only late at night, for instance, may be unsuitable for residents who need an earlier session. Some sites may also need substantial changes to provide accessible entrances or changing areas. In such circumstances, simply counting unused rooms would exaggerate the capacity available to the public. A new centre could be justified if it meets a demonstrated need that shared use cannot reasonably satisfy. Councils should therefore compare usable hours, access arrangements and ongoing costs, while protecting the school’s teaching needs, before deciding that the existing site is the better option.

In conclusion, suitable school facilities deserve consideration before a council invests in a new sports centre. Shared use should take priority where it offers dependable, accessible provision, but a clear gap in what it can deliver remains a sound reason to build something different.
