The question
Some people think public libraries should focus mainly on books, while others believe they should provide a wider range of community services. Discuss both views and give your opinion.
The sample answer
Some people want public libraries to concentrate their limited resources on books, while others see them as places for many community services. In my view, lending and reliable information should remain the core service, but a carefully chosen wider role can make that purpose accessible to more residents and strengthen the library as a community hub.
The case for a narrow focus is that libraries have a distinctive responsibility. Residents who cannot afford to buy many books or pay for research databases depend on a shared collection and staff who can help them find trustworthy material. If too much space and funding are transferred to unrelated events, shelves may shrink, opening hours may be reduced and specialist knowledge may be lost. A building full of activity would not fulfil its purpose if readers could no longer obtain the resources they need. Supporters of this view are therefore right to treat lending, study space and information guidance as the core service rather than one option among many.
However, wider services can reinforce that mission when they provide a route into reading, learning or digital access. A children's storytelling session introduces families to the collection, while a job-search workshop may teach participants how to evaluate online information and use public computers. Conversation groups can bring language learners into contact with graded books and local information. In smaller towns, the library may also be the only quiet, welcoming community hub open to people without requiring a purchase. The key is selection: services should share the library's educational and access purpose, and their cost should be reviewed openly rather than allowed to displace the collection.
In conclusion, libraries should not abandon books in an attempt to become general-purpose event venues. Nevertheless, reading, information skills and digital access often require more than shelves alone. Protecting the core collection while offering connected community services is the stronger approach because it preserves the library's distinctive value and helps more people use it.

Now make it your own
Imagine the library must choose between a weekly workshop and buying new books. Write a decision rule that protects the collection while allowing an activity with a clear learning purpose.
